I heard that windows xp would seize the master browser role from the DC. The winner of a browse master election process is based on operating system version and role.
It's also based on each subnet. So if a Windows XP client is on a subnet by itself, then yes, it may become an MB if nothing else beats it. Going by memory, the following will win in this order, but I have to confirm it. It's one of the basics of MB functionality. And keep in mind, it's subnet specific.
