Down a quiet country road in Cheshire, a grey building suddenly looms. A solid grey and concrete structure, it certainly looks like it has SOME purpose…but that purpose was never clear to the average passer-by for many years. Now open to the public, though, its reason for existence is now much clearer: it was intended as a centre of regional government if the Cold War became hot.
